African Development Bank Group’s international staff to leave Ethiopia over serious diplomatic incident

The African Development Bank (AfDB) has taken immediate action, deciding to recall all international staff from Ethiopia following a serious breach of diplomatic protocol. The office will remain operational with an Officer-in-Charge, ensuring continuity.

This decision, prompted by a recent diplomatic incident involving the unlawful arrest and assault of two international AfDB staff members by Ethiopian security forces, is a response to the violation of diplomatic immunities and rights outlined in the AfDB Group’s Host Country Agreement.

On October 31, 2023, the two staff members in Addis Ababa were subjected to arrest, physical assault, and hours of detention without charge or official explanation. In response, AfDB President Dr. Akinwumi Adesina engaged with the Ethiopian government, securing the release of the staff and formally requesting a transparent investigation into the incident.

Despite subsequent efforts, the AfDB’s assessment indicates an unsatisfactory resolution, with concerns about the safety and security of its employees persisting. President Adesina emphasized the Ethiopian government’s failure to share investigation reports, causing anxiety among staff and raising broader concerns.

 

As a precautionary measure, AfDB’s international staff in Ethiopia will work remotely until the government shares investigation findings transparently. President Adesina affirmed the bank’s commitment to supporting Ethiopia’s development but underscored potential negative impacts on operations and future presence if the incident remains unresolved.
