President Bola Ahmed Tinubu has approved a groundbreaking National Policy on Health Workforce Migration, aimed at addressing the critical challenges facing Nigeria’s healthcare human resources. This policy is a strategic response to the ongoing migration of healthcare professionals, aiming to manage, harness, and reverse the trend while building a resilient healthcare system.
As the African Union’s Champion for Human Resources for Health and Community Health Delivery Partnership, President Tinubu’s commitment to a robust healthcare system is clearly reflected in this policy. The policy emphasizes the importance of supporting healthcare workers, particularly in rural and underserved areas, by improving working conditions and offering competitive rewards.
A key component of the policy is the Nigeria Human Health Resource Program, which ensures regular reviews of health workers’ conditions, promoting their retention and professional growth within Nigeria. The policy also incorporates digital health infrastructure, such as Electronic Medical Records (EMR) and telehealth, to enhance healthcare delivery and ensure equitable distribution of health workers.
Furthermore, the policy focuses on continuous professional development, including international training opportunities, to equip healthcare professionals with cutting-edge skills. It also addresses the return and reintegration of Nigerian health professionals from the diaspora, offering streamlined registration processes and incentives to encourage their return.

The policy advocates for reciprocal agreements with other nations, ensuring that the exchange of health workers benefits Nigeria, with provisions for training one worker for every Nigerian health worker employed abroad. Additionally, it includes measures for work-life balance, such as routine health checks and mental well-being support for healthcare workers.
Governance of the policy will be overseen by the National Human Resources for Health Program (NHRHP), in collaboration with state governments, to ensure responsible implementation and alignment with broader health objectives.
